Government Construction Strategy – NIEP Alignment:

NIEP is aligning workstream deliverables with the Government Construction Strategy through task group participation as a priority

A number of common themes and issues between the Infrastructure (IUK) and construction task groups (e.g. early contractor involvement, frameworks, performance management, data and cost benchmarking)

NIEP is consulting with colleagues from IUK on framework effectiveness (TG1) and cost benchmarking (TG4) to coordinate respective approaches and ensure current thinking and outputs are shared

As the task groups progress, the NIEP will become a vehicle for sharing best practice through the regions and will help facilitate implementation of GCS deliverables in the wider public sector.

NIEP representation on the six GCS task groups and progress to date is noted below:

Data and Benchmarking David Corcoran Procurement and Skills

P&S workstream has agreed a priority to develop national benchmarking dataset to support GCS. NIEP is gathering cost data from regions though a common template, which has been shared with colleagues from UK/ICE Infrastructure Data Sub-Group who are looking at outturn cost and performance and to develop a means to capture post project cost and performance information and improve access to international data, working with the Construction Sector Transparency (CoST) Initiative.

The NIEP benchmarking objectives are to:

  • Improve overall framework performance nationally by providing a transparent and consistent evidence baseline
  • Benchmark design fees & performance across multiple frameworks
  • Demonstrate VfM and use data to set targets, opportunities for cost reduction through standardisation, increase market leverage through supply chain
